Do all photos contain GPS data?

Is GPS stored separately from other metadata?
GPS coordinates live inside the EXIF section, so removing GPS also removes the surrounding EXIF block. Camera settings are cleared along with it.
Can someone recover the GPS after removal?
After the EXIF segment is removed and the file is re-saved, the coordinates are gone. For absolute certainty, also consider that social platforms sometimes re-add location from other sources.
